Navigating Colorado’s New Retail EV Charging Regulations

Under the Colorado Division of Oil and Public Safety (OPS) Retail Electric Vehicle Charger Regulations (7 CCR 1101-19) and HB25-1267, public-facing retail EV charging stations are subject to strict requirements for metering accuracy, consumer transparency, and equipment compliance.

RSA Inspections for New Equipment

OPS Placed-In-Service filings

Launching a new commercial charging station requires strict adherence to state standards before your first transaction. Under Colorado rules, all new retail EV charging devices installed after July 1, 2026, must be officially inspected, proved, and sealed by a Registered Service Agency (RSA) prior to commercial operation.
